"Live action"? That seems kind if iffy to me, especially if Cartoon Network was still airing old-school H-B toons like Wally Gator during this time (the live action programming on CN didn't start until around 2005). It's possible that the guy driving a car might have been Speed Racer, which did air on CN for a time, but like Kris said, I don't remember any such bumper, which doesn't necessarily mean that it doesn't exist, just that I personally haven't seen it.
