90s cartoon; young bear has alien step-parents

I saw this on my local PBS and I posted a fake title on Wikipedia by the name of "My World". I'm literally the ONLY person who posted ANY online info about this cartoon, and I'm desperate as hey to get these 5 minutes of glory. The kid had brown fur, wore a purple shirt and green overalls, some color of shoes, no fingers (only thumbs), black-dot eyes. His "step-parents" had a strange German name like "Snoozenheimer" (this is my spelling, the real thing may be different). They had long snouts, pale skin, wore white button-down shirts, khakis. Didn't talk.

Umm, the the part with the Overalls does bring mind of Corduroy at little bit and the part with the dotted eyes certainly rings the bell of Benjamin Bear and the part with no fingers only thumbs also brings to mind of a certain Care Bear (how about a certain Grumpy). As for for the step-parents that are aliens and Snoozenheimer, the part with the long snouts sprung mind of Orbie from Katie and Orbie and Cyril Sneer from the Christmas Raccoons special (in which the Raccoons and Cyril Sneer had a really close adherence to NFB stuff like the Cat Came Back and The Big Snit, especially The Dingles as the designer for that film animated on). Hope those give clues for you to better find it.
