Well, throughout history, cartoon voice artists have simply been actors. In the golden age (Warner Bros, MGM, etc) they became established radio actors who were then discovered by animation studios (people like Mel Blanc, Bea Benederet, June Foray, Daws Butler, Bill Thompson, etc.) Nowadays many of the best ones either apprenticed under some of the greats (Nancy Cartwright under Daws Butler) or were found at either Second City or the Groundlings (Dan Castellaneta, Tress MacNielle). So, I'd say just simply take an acting course. If you do well at that, then the voice acting will follow. That is, it will if you concentrate hard on making that your most valuable asset.
