Big dog walks on hind legs, wears suspenders

So I think the character Im looking for is a dog. He is really big and from what i can remember he walks on his hind legs. He wears a small hat and has a really fuzzy face like he needs to shave. I believe he was black and wore small pants with suspenders. Please if you know who he is let me know
