Cartoon requests possible?

Hi.
I'm new in this forum so I apologize if this has been asked earlier..

I have an urgent need of bringing up a certain cartoon to life. Details will be brought up for those interested.

I'd love to invest in this but I don't have the knowledge or the connections. Are there any experienced teams here who are willing to make cartoons per request?
