The original "Hot Wheels" cartoon show was broadcasted on ABC in 1969. Complaints had the Federal Communications Commission ban "toy-based" cartoons from US network television for the 1970s and early 1980s, claiming kids could not tell the difference between the commercials and the actual entertainment program. This led to the network "bumpers" for childrens' programming announcing "the show will return after these commercial messages" and "and now back to our show". FCC chairman Mark Fowler in 1983 allowed entertainment programs based on toy products back on the air...the first show being "He-Man and the Masters of the Universe"...provided there were no commercials for the same toy product being shown during the actual tv cartoon episode with the same characters/products. This paved the way to the weekday syndicated toy-based cartoon shows seen in the 1980s such as "Transformers", "GI Joe", and "Gobots".
