The above-mentioned line was uttered by an eldery lady throughout the cartoon, & also included a hog calling contest. Can anyone help me find this cartoon? Thanks.

There was a Walter Lantz cartoon short with Chilly Willy and Smedley the dog which featured a running gag where Smedley kept running into a polar bear who was looking for his young son, but there was no little old lady in that short, so that seems to be a different cartoon than the one you're describing.
