I remember an old black and white cartoon with an apothecary bottle being opened and the skull and crossbone from the bottle floats up with a menacing laugh. I can't place the cartoon and it's driving me crazy. HELP!
It's an old MGM cartoon from 1936: Bottles. The skull and crossbones deal comes early in the cartoon, as the druggist has newly mixed something horrible, and pours it into a bottle with crossed bones on the label and a skull-shaped stopper.

That's what I thought too, except the poster believed that what he or she saw was in black and white--and "Bottles" is clearly in color.

Perhaps seen on a black-and-white set? As a youngster, the family television was a Sears b&w set from 1948, complete with vacuum tubes, that lasted until 1969. A Magnavox console color set replaced it.
Since it is the skull-and-crossbones bottle that does most of the mischief in the cartoon, this image would be among the most vivid in the questioner's mind.

That might explain it, I'm from a younger generation. The first tv I remember had no remote control--but it was in color. We did own a black and white tv that could be hooked up in various rooms through a plug--generally that was only used when the other one was in use and someone wanted to watch something else.

Well, I watched Bottles on YouTube and I didn't see a bottle being opened and a skull w/ crossbones floated up. There was just the bottle with the skull /crossbones attached that came alive. I got the impression from ngarmon that the skull and crossbones were in the form of smoke. Unless I missed something.
It is in fact a black and white cartoon, not just view on a b&w set. The only other thing I can remember is a few ghosts dancing with derby hats on. It isn't Bottles. I'm not the only one who remembers it and we are all being driven crazy b/c we can't remember what cartoon it is.
The only cartoon that I can think of with dancing ghosts wearing hats is Minnie The Moocher with Betty Boop. There are some ghosts that dance in a jail cell. However it's more bouncing than dancing. Also, they are wearing jail hats instead of derby hats. And this cartoon doesn't have the bottle with a skull/ crossbones.
