Good and evil robots team up with prison escapees

I have been searching up and down the net for information about this cartoon,which I remember seeing in syndication, but I can't even remember the name! It had to do with robots that came to earth and landed near a prison. The robots looked like standing forklifts and could be shut down with gold dust, and there were two factions, one good, one evil, and each faction teamed up with escaped prisoners. The humans would ride on the robots standing up and the female prisoners had weird stripy stockings like Nanny on "Muppet Babies," and that's all I really remember about this cartoon. If anybody could help me out, I'd really be grateful! Thanks!
