Hero with gun talks about messed-up city

Hey guys, new to this forum. Been looking for a certain cartoon for years now. All i remember from it was that it was on early mornings on possibly FOX back in the 90's or early 2000's. It was for kids but was rather dark and in the opening scene had a detective or cop or some hero with a gun talking about how messed up the city was. He fought bad guys and the show didnt last very long. It was on around 7 or 7:30 am. Any info on possible matches would be GREATLY appreciated. Have searched every list I could think of and haven't found anything.

Perhaps "Fish Police", a short-lived series from 1990s that was based on 40s-50s noir detective shows?

Appreciate the reply, but no that's not it. The cartoon characters were humans and the show was much darker similar to how Batman Beyond was dark. The details are very vague as it was a long time ago but I remember the main character wearing black and maybe having gray hair. Any ideas of any other cartoons?

I can't find any information about dark atmosphere, do you have a link about it or anything? I think it was western animation. I just watched the opening of cowboy bepop and it seemed familiar but I dont remember it having that upbeat song in the opening. Any shows similar to cowboy bepop?
