Thanks a Latté is a short made in 1999 by Cartoon Network, starring Droopy and a wolf, dressed in a suit. Is it me or in some scenes, the pants of the wolf show what looks like a protuberant bulge? No, I don't think it's innuendo. I think it's simply character design.
