Kid in a town of opposites You Must Register Before You Can Post

Ever since I watched Disney's "Topsy Turvy Town" there has been this strange memory gnawing at my mind. Before "Topsy Turvy Town" I had seen several cartoons featuring places where everything is done the other way round. But that particular scene where Mickey tries to pay for something in a shop and he is accused of theft instantly reminded me of having seen the same thing happening in some other much older cartoon. All I remember is that there is a kid that is in this topsy turvy town and when he offers to pay for something he wanted to buy, the shopkeeper started crying "Thief !" or something as paying is apparently illegal in that town. The problem is that I cannot remember why the kid was in that town or how he got there or even what he wanted to buy and what happened next (though I can vaguely recall that there was another character accompanying him; more likely some adult). In fact, I cannot even remember if the whole thing was a cartoon short or movie or TV series episode. It is NOT one of the following (all of which feature some short of land of opposites but none of them had any scene involving anyone being in trouble for paying):

Puff the Magic Dragon in the Land of the Living Lies

Crazy Town

Porky in Wackyland

Wizard of Oz:Upside Down Town

Moondreamers: Whimzee Come Home

Anything related to Alice in Wonderland (well, I am not sure about this but I guess I would remember more of it if it was).

I was seriously under the impression that it was Puff the Magic Dragon in the Land of Living Lies but I recently rewatched it and, unless I missed a scene, it is not this one. Besides, I am almost certain that the kid was a boy. I know there are two other Puff cartoons but again, none of them seems to have such a scene either. I watched it around the mid 90's and the idea of paying being illegal sounded outrageous and amusing at the same time.

If anybody remotedly remembers seeing anything relevant, any information would be greatly appreciated.

After lots and lots of google searches where lots of counter-universes arose, including Negaverse from Darkwing Duck, Bizarro World from Superman, the "Downside Upper"episode from "Jamie and the Magic Torch" and the "Genie of the Mirror" episode from"Iznogoud", i think I may have finally stumbled upon something. There is an episode from the TV series "Mission Magic" titled "Land of Backwards" where the gang of teens visit yet another universe where everything is the other way round and they get into trouble for returning stolen goods or something on the basis that stealing is the legal way to go over there. Besides being arrested (and escaping) one of them is kidnapped only to find out that the one way to get out of it is to accept the ransom money from the kidnappers. I used to watch episodes from this TV series sporadically and I have very few memories of it so this is very likely to be what I am looking for. Or at least it is the most relevant one of the lot based on the information I found on it and the pictures I saw do make it look familiar. I shall update if I get to watch it and it turns out that it is not but I have good reason to think that this is probably it.
