Is there a list somewhere? I can't figure out what this 1 was that was based on an 80s or early 90s G.I Joe type cartoon that I used to watch but can't name either (of course)

Do you mean live-action TV-movies, or are you referring to made-for-TV cartoon movies (especially those based on cartoon series)? That might make your question easier to answer.
Many Japanese anime TV-movies have been based on TV series, but I don't know where a list is.

Regular made for TV movies (or prime time specials) with no animation that are based on a cartoon series. The 1 I have stuck in my head is a typical 80s or early 90s cartoon similar to Thundercats or Silverhawks in that it wasn't about 1 superhero. It was about the team doing superhero type things. And they were all human unlike Thunder cats, TMNT, etc.

Im afraid the post seems a bit contradictory and vague. Are you saying the team of heroes were highly trained and skilled humans as in G.I. Joe? or were they enhanced in some way as in the hybrid humans in Thundercat/Silverhawks/TigerSharks? What was the nature of the programs heroes? Elite military/crime fighters/ martial artists/ other? Do you remember how many?
Wild guesses to get the ball rolling...
