Man develops growth shaped like an attractive face You Must Register Before You Can Post

I recall seeing this cartoon back on Cartoon Network back in the 90's late at night. It centered around a unpopular and unattractive man who was miserable. He developed a growth (lump) on the top of his head that resembled a Greek figure, more handsome than his real face. He masks his real face and pretends this is his real head. He becomes more well known and liked, even so far as becoming president of his country. Something happened to him towards the end, and he is tried in court and gets the most ironic sentence possible; death by guillotine. He survives, but at the cost of the growth on his head-- thus his \popularity. It also reveals his scalp and part of his skull were cut off the the process, and his brain is now exposed. The animation was reminiscent of the Terry Gilliam cartoons from Monty Python. (cut out stop motion of actual pictures). Any help is appreciated.

That was The Lump, a Canadian animated short which aired on Cartoon Network's late series O Canada. You can view the short on YouTube.
