Mouse Slaves and a Giant Globe Made From Cheese

A female mouse is kidnapped, and her darling love (or maybe even a family member) rescues her. And a bunch of other mice in the process. The most grabbing detail of the villain's (I don't remember if he was a mouse, cat, or rat) downfall included a globe made from cheese. As I recall, these animals wore clothing while roaming what seemed to be a Victorian-esque setting.
It was made before the 2000's.
I'm sorry, but that's all I remember of this animation.

I had a dream about this cartoon not too long ago and have poked around the internet for clues but I cannot think of the name. I, luckily, found this post of yours, maybe we can help each other out.
For some reason "Charles Dickens" rings a bell. I only remember the Victorian setting, cheese globe, a cat getting caught in a river, and that's about it.
