Oswald Rabbit's "The Speed Cop"

Greetings-
I am curious about an 8mm film I have of Oswald Rabbit in "The Speed Cop" 29-Z. I've looked several places to find out about it and nobody has it listed! It's a Walter Lantz production, Universal Pictures and it is Oswald as a whitehaired, bare handed, barefooted, shoulder strapped pants wearing version. I'm thinking it's maybe 1937? The opening title does not have the typical horseshoe logo. It's in its original cardboard box with 69 penciled on it. The film looks viable although I'm no expert. I'm wondering if anyone knows about it, and what its value might be. Thanks in advance for the info.
