I can only remember bits and pieces and not sure if this cartoon has been answered? The cartoon was about two dogs working in an office, not dogs like Pluto but more human like goofy, but this wasn't Disney. The story starts out with the little dog wanting a promotion or raise , and his friend the alpha dog demands him to go to his boss and ask for a raise, repeatedly pounding on his coworkers desk a raise! A raise! I think the smaller dog gets fired and they both end up at a boxing match with the alpha dog coaxing the other to earn money by beating the champ! I always remember this cartoon coming on when casper or terrytoons came out like uncle herman and catnip.
