I think it was in the ending theme of Rocky + Bullwinkle OR Fractured Fairy Tales. Little guy with mustache + old-fashioned garbage can on wheels + push broom. He sweeps up after parade, then (as I recall) looks at the camera, wiggles his mustache, and turns a sign around that says "The End" WHERE did I see that?!?! Please advise. Thanks! Also, can I find it on youtube anywhere?

It's the opening and closing animation from the "Peabody's Improbable History" segments from Rocky & Bullwinkle. The little mustachioed man sweeps up after a lavish parade in the opening animation, and is shown wiggling his 'stache and flipping a card reading "THE END" during the closing.

You are mixing up two pieces of Peabody and Sherman from Rocky and Bullwinkle. Basically, one of the beginnings or openings to Peabody and Sherman had a giant parade, which ended with a little guy sweeping up at the end. Then there was the ending--which had a little guy lined up with a bunch of statues. He's actually the janitor, and swaps hats with a statue. Then he wiggles his mustache and turns around that "the end" sign. I'm not sure if you can find the ending on youtube--but you might be able to find that intro.
