What Cartoon Character Does This Guy Resemble?

Is it just me, or does my friend in this picture look exactly like a cartoon character I've seen somewhere?
I'm fairly certain there is a Japanese cartoon character or video game hero who is drawn with his mouth open and his jaw slightly offset like this. I just can't bring him to mind, and it's bugging me. Can anyone identify the character I'm thinking of?

I just discovered that my photo isn't appearing in my post. Without the photo, my question makes no sense. I uploaded the photo as an attachment and checked "Inline", but when I log off and view the post as a guest, there is no way to see the photo. What is the secret to putting an image on this forum?

Okay, I could not figure out how to post an image on the Big Cartoon forum, but I was able to post it on another site and link to it from here.
Now people can see what I'm talking about. What cartoon character does this look like?
