the new Terry-Toons: Deputy Dawg, Sidney elephant and Hector Heathcote? Deputy Dawg's drawing style changed about after the ninth original TV episode. Also, who voiced Hector Heathcote and his dog, Winston and Mr. Benedict? There is the process of animation and there is also distinct drawing styles of artists for cartoons.

He seems to have directed Terry-Toons productions at a young age: but did he actually have a hand in drawing the essential IMAGES of the cartoons? Would he have been responsible for the features of Deputy Dawg's face, for example?
Moreover, I am sure Walter Disney was the actual artist and designer for many of his cartoons.
In the credits under Animations of various 'toons, are the animators solely responsible for making characters move on screen or do they too have a hand in the design and artwork?

Good question, and the answer may vary from studio to studio. Terry-Toons had a reputation for penny-pinching and one might expect that the staffers there were expected to wear many hats.

Lionel G Wilson did various voices on THE DEPUTY DAWG SHOW. He also did Winston the dog on Hector Heathcote. Hector Heathcote was voiced by character/voice actor John Myhers.
