More than a pilot, it's a series and has aired in Japan since October 2000. 
The studios responsible are Pony Canyon, FTCP Inc. and BFPC.
Baby Felix videos are currently available in Japan on VHS and DVD.

It's been done!
In the live-action 1930 short Brats, Stan and Ollie doubled as their own "children," Stanley Jr. and Oliver Jr. To make them look like kiddies, the filmmakers built an oversized set (with accompanying furniture) in addition to having them dress as little ones. Oliver Hardy also shed his mustache to impersonate Oliver Jr.
A pretty good little comedy, actually.
