Can someone help me ID a Hanna-Barbera Character? I also would like to know who originally voiced him and who originally drew him.

That is Buzzy The Crow. A Famous/Paramount Studios cartoon character, not a Hanna-Barbera character. Voiced by Jackson Beck (Bluto on "Popeye").

Buzzy's voice was modeled on that of Eddie Anderson, who portrayed wisecracking chauffeur Rochester on The Jack Benny Show.
Most of the Buzzy cartoons had Dave Tendlar's name in the animation credits. However, Graham Place and John Walworth were credited as animators for the first Buzzy cartoon, The Stupidstitious Cat (1950).

A common storyline in the Buzzy cartoons was a not-too-bright cat pursuing Buzzy to eat him up (needing crow meat to cure some physical malady) and Buzzy outsmarting the cat every time through violent means (explosions, bops on the head).
Buzzy is the nominally sympathetic lead character with Bluto's voice.
