Well from your description Padraig, it sounds more like The Professor from the syndicated 1960's Trans-Lux produced Felix television series but could it be either Colonel Pot Shot (Chilly Willy) or Inspector Willoughby (Misc. Lantz)? More likely the latter as I don't recall Pot Shot's character resembling the description you give, plus the Hanna-Barbera association would make sense since Jack directed these shorts for Walter Lantz under Universal's distribution in the early to mid 60's. I just can't seem to associate the catchphrase though...
