Well, since more clues are needed, here they are:
4) This is one of those Disney features with songs punctuating the story. It's a relic from days when the only way an animated feature could garner an Academy award was if it qualified as a musical feature. This character does a song-and-dance number that's pretty much over-the-top, and entirely in character. It could almost qualify as a Villain Song, but this character isn't evil, merely ... difficult.
5) This character appropriately resides in New York City. Park Avenue, no less.
6) Bette Midler, the divine Miss M, gave voice to this character. Really.
That second set of clues clinched it for me- it's Georgette from Oliver & Company.
Speaking as an aside, OUB, if you want to edit some of the first post (probably reword or condense the "rules" somewhat), go right ahead. Actually, the Rules are fine as is. My thought was to replace the outdated list of used characters with the complete, alphabetized and block-spaced list of used characters. I've tried to mimic the layout as closely as I could to your original design; the result to date is attached.

Completely fine by me, if you'd like to scrap and rewrite the list the way you think is best. Honestly, OUB, I defer to you for this. Any format you like, go for it.
As for my next character, I need to think of one, lol.
After a little research I found that my first clue were not correct. I thought rodents were a larger group, and when checking with a translator (English is not my native language) it confirmed what I thought. However, Wikipedia says it's wrong, and I'm inclined to think it's correct. So my character is technically not a rodent, but one of the lagomorphs. I'll edit my previous post to correct the misleading clue.
Nah, that would've been a bit too simple. Besides, he's been in more than 2 series and 1 movie. I think you may get it next time; keep the suggestions coming.
Perhaps Rabbit from the Winnie The Pooh series from Walt Disney Pictures? 1) Rabbits are lagomorphs (from old Greek, "rabbit-shaped"), as are bunnies and hares. 2) The original WTP series from 1966 onward, the "New Adventures ..." from 1990 onward, plus two or three feature-length appearances. 3) First given voice by Junius Matthews, born 12 June 1890. Later voiced by Ken Samson.

I am not sure if I am too vague and ambiguous with my clues, but so far none have nailed it. But there were more possible characters that might fit the clues than I knew, so I guess I'm the only one it would be obvious for. Sorry, I don't mean to taunt you guys - I just try to not make it easy but perhaps I am a bit overzealous with that mission.
4. I am one of the characters in a series spawning several other successful series by the same people, but with no follow-ups to the original.
5. Sometimes I've left my own series, but I've always been convinced to return to my right element.
9. My voice actress has voiced another cute female rabbit in a video game - but even though that character was cuter on the outside, it was much more sinister on the inside.
You got it TammiToon. I was surprised myself that noone thought of her until now, but maybe I'm a little biased since I think Babs Bunny is one of the best female characters I've seen in a cartoon.
Clues rundown, in the traditional sense. Hopefully none were too far-fetched.
1. Rabbits are in the lagomorph family - not in the rodent family. That kinda spoiled the clue - I could just as well have written "I'm a rabbit". Oh well.
2. She appeared in Tiny Toon Adventures (duh) and briefly a couple times in Animaniacs. And there's a TTA direct-to-video movie named "How I Spent My Vacation", which just now is getting released on DVD for the first time ever! A must-buy if you liked the series, and even if you didn't care for the series very much, you may be pleasantly surprised by it. (The subtitles alone are worth the retail price, IMHO.)
3. Babs has portrayed many characters and famous people - like Jessica Rabbit, Madonna, Groucho Marx and others.
4. Tiny Toon Adventures were the first in a series of successful series (terrible sentence, but meh) made by Tom Ruegger and staff in cooperation with Steven Spielberg. TTA -> Animaniacs -> Pinky and the Brain, and also Freakazoid and Histeria were made by a lot of the same people. No revival of Tiny Toons, however.
5. In one episode, she ran away to Wackyland, which technically is in the same series, but except for that episode it was rarely used for longer parts of an episode. In the episode "Thirteensomething", she ran away from the show to prove herself as a live-action actress, which luckily didn't last for more than that episode. (Coincidentally, that's one of my favorite episodes. Great animation and portrayal of Babs and Buster not being able to be happy without each other, and also excellent mockery of live-action teen dramas.)
6. "I just can't help myself!" Bad excuse Babs, but since it's you, you can get away with it in most cases.

8. 13-14-ish is a probable age due to the aforementioned episode. Seems like she grew a tad older from the first to the second season, but growing breasts by will seems to be doable for even Buster and Plucky, so I'm not sure if human physicalities apply.
9. Ever played the adventure game Toonstruck? If not, you should! Tress MacNeille voices Fluffy Fluffy Bun Bun, which sounds annoyingly cute, but hopefully without giving away too much, her outward appearance can be deceiving.
