Probably won't work but if they can at least see 100 people would buy it and if they don't lose any money it should help the possibility they will make it available

Petitions don't work. Money does. Big business tycoons seldom read online petitions, as they are very easy to doctor.
If you want to convince The Powers That Be that a full series set of Laff-A-Lympics would sell, make it clear (either via a politely and eloquently written snail mail letter or better yet via high sales of the existing sets) that mass producing a full series set would be worth their while financially. If the already existing Laff DVD sets flew off the shelves and made WB Home Video oodles of cash, then you can be sure that future volumes would follow.
The best petition anyone can muster is their cash.

That is true but in this case the route they are going is the more riskier decision, as they have to produce enough sets to mass produce.
The Made on demand program only makes as many as ordered and production costs are included in the purchase price.
They can still make money on casual releases as they have done with recent Scooby doo sets that have episodes already released on complete series sets.
There's little to no harm in asking them if it's possible to offer a complete series probably $35 dollar set on their website for those that are willing to pay for it (I know i am)
However all that aside, if they want to just send out what they want, no petition or latter will change that.
Not sure if you saw this, the news came the same day as your petition. The dvd's are coming in July, with 8 more Laff-a-Lymics episodes, (and 4 double dips from vol. 1 and Vo.2) but this set will complete the 1977 season.
Personally, I would greatly prefer a set of 2hour original as-aired "Scooby's Laff-a-Lympics" cartoon blocks, as opposed to the syndicated half hours, but it looks like WB is never going to go that route.
There will still be 7 Scooby doo show segments, and the Captain Caveman shorts, plus 4 Blue Falcon and Dynomutt episodes that still haven't come out on dvd. Then there is the 8 more 1978 laff-a-lympics episodes.
I wish for a complete set, but it's not looking like WB is going to do it, they obviously prefer these 1 and 2 disc sets for the casual fan, who likely doesn't even know these shows are from the 70s.

I don't think a full series, let alone Vol. 3 of Laff-a-Lympics, is ever going to happen. I, myself, have been waiting for two years a Vol. 3 to be announced about Laff-a-Lympics... no such luck. I would sooner prefer going through the episodes in chronological order, four episodes at a time. The episodes featured in Vol. 3 probably would be, going chronologically:
Spain and the Himalayas India and Islreal Africa and San Francisco, CA The Grand Canyon and Ireland

I pretty much compelty forgot and gave up on that.
I'm convinced the sales for the volumes didn't do what they wanted and this was the second chance to get the series.
Meaning WHV may do a second set with the 8 unreleased episodes and double dip the other four from the volumes at some point in the future.
I bought Spooky Games in hopes that's what there plan is going to be.
I recommend writing to the WB entertainment fb page or the WHV twitter, or possibly the WA twitter and facebook, i know those people actually read them and pass on word, compared to the other two which responses never come.
