Of course! It is 'Brom Bones' (aka Abraham van Brunt) from "the Legend of Sleepy Hollow" - I guess the Disney version from "The Adventures of Ichabod and Mr Toad", since the later character might be Gaston from "Beauty and the Beast".

Yep, it is indeed the Disney version of Brom Bones (Quite frankly, I don't know of any other animated ones) From "The Legend of Sleepy Hollow"
1. Truth be told, Brom Bones is most likely the reason behind Ichabod's disapearance (If you read the book, it's obvious that he's the Headless Horseman) and he is rather rough upon Ichabod before hand. However, Ichabod isn't exactly innocent either, as he wishes to wed Katrina because she is wealthy and actually imagines himself inheriting all her wealth after her father dies. So, perhaps Brom Bones is the better suitor after all, as he seems to truly love Katrina.
2. Brom Bones does indeed wed Katrina near the end of the film.
3. We never know for sure what became of Ichabod. Some say the Headless Horseman got him for sure, while others say he married a rich widow.
4. Ichabod was the new school teacher.
5. Gaston from Beauty and the Beast's design and behavior seem quite similar to that of Brom Bones. Most likely the animators were inspired by the latter character in order to create the former one. However, Gaston is clearly the villain, while Brom technically didn't do anything worse than a prank or a scare to get rid of his rival.
6. Obviously Ichabod met his demise at the hands of the Headless Horseman. However, it's quite obvious that it had to be Brom as he was the one telling the creepy story that night. Also, he noticed that Ichabod was quite superstitious when it came to the supernatural--not to mention he was a great horseback rider.

Actually, there was another animated Brom Bones. This one appeared in "Tales Of Washington Irving," an animated special from the early 70's that was produced by Air Programs International, and also featured "Rip Van Winkle." The special aired on CBS, as part of its "Famous Classic Tales" series.
Ah, I see. The Disney one is the most well known though, I'd say.

It is indeed Meowrice, 'the Money Cat', voiced by Paul Frees
1) The big city is Paris, and as he is a criminal with a gang of henchmen, I think that makes him a gangster. His main enterprise appears to be feline trafficking, and he is grooming the heroine, Mewsette (voiced by Judy Garland) for despatch as a mail-order bride to a rich (and old) American Fat Cat.
2) He gets Jaune Tom, and his sidekick Robespierre, shanghaied on a ship bound for Alaska, where they subsequently strike gold.
3) Jaune Tom traps Meowrice in the crate that was intended for Mewsette: to be delivered to "Mr Henry Phtt of Pittsburg".
4) Mewsette has left the farm to seek the high life in Parisian society: Meowrice puts her in the care of his 'sister', Madame Reubens-Chatte - a former courtesan - to groom her (a la 'Gigi') to Henry Phtt's requirements.
5) He signs her cheque with vanishing ink.
6) Not a spelling mistake, but a clue - the cats who sing 'The Money Cat Can' are voiced by the Mellomen.
7) “When preacher can’t preach you, and teacher can’t teach you, when angels can’t reach you – the Money Cat can”
8) Meowrice, Gay Purr-ee, Mewsette… is there no end to their ingenuity?
9) This UPA production bears many of the hallmarks of a Chuck Jones production, although Abe Lebitow is credited as director and Jones is only credited with story work. When Warner Brothers became the film’s distributor, Jones’ involvement became known and they decided he had breached his exclusive Warners contract.

Yes, Cartoonfan. Tobor, The Eighth Man, to be exact.
Professor Genius brought Agent Brady to his lab after he was rubbed out, and for the eighth time, performed the experiment of transferring a human life force into a robot. The eighth time proved to be the charm in this case.
Tobor went after many a villain, including his killer, Saucer Lip.
Tobor's robot spelled backwards, natch!
He smokes special cigarettes when he needs a power boost. Needless to say, these don't cause lung cancer.
As a robot, he can alter his appearance to be anyone at all, male or female.
"Eighth Man" is believed by many to have inspired "Robocop."
So pat yourself on the back, and take it away, Cartoonfan.
