Only if you know how to create original cartoon characters. I myself am no animator, but I know that it takes a lot of work. You have to be willing to spend endless hours inking and painting all characters and backgrounds, preparing storyboards, and so on. I'm not saying this to discourage you. I'm just describing what goes into creating a successful animated cartoon.

i can do that and i can also stomach hours of inking and painting seeing as how i did worse and in jobs i didnt like.
