I know this, but maybe someone else should answer.

Guess it's up to me after all. The answer is Little Jimmy Osmond, who sang that song in the episode "Luck Of The Osmonds." Here, he was mistaken for a leprechaun(!) and ordered to find a way to cheer up Sad Meg.

That's precisely where the quote originates, Em, well done. The Osmonds were animated by Rankin/Bass Productions in 1972, and this was one of their songs made into a plot point.

Oh no! It's THAT movie. This has to be Anna from that awful 1999 animated version of The King and I. Sadly, I've seen this turkey back when it first came out. Ironically enough, my mother took me to see it instead of taking me to see another terrible movie called Baby Geniuses. (What? I was still young at the time.)

Indeed I can come up with something better than that Disney wannabee-- seriously--half of the animals looked like they were borrowed from Disney films.

Hint: This occurs during a musical number in a (naturally) Disney film in the middle of a busy marketplace. The character with the sword is a sidekick character who generally doesn't wield one. His pursuers have momentarily forgotten who they are for a second and are terrified.

It's Aladdin's pursuers, and the "swordsman" is Abu.

Correct. It's part of the song "One Jump Ahead" where Aladdin is being pursued by the guards of Agrabah. At one point, Abu grabs a sword from the throat of a sword swallower and defends himself with it. One of the guards freaks out about this, and so do a few of the others until Razoul, the captain of the guards reminds them that "They've all got swords."
