About a bear and a construction site

A couple of years ago I saw (I think on Cartoon Network) a cartoon movie (not an episode). I believe it was a Looney Tunes cartoon.
The most important elements of this cartoon was:
- a sleeping bear in the woods during the winter
- turning the forest to a construction site
- secretaries saying (nearly singing) "come in"
The bear was complaing and he was tryng to stop erecting new buildings and he was visiting in chronical order:
a foreman (he had one secretary),
some supervisor (he had 2 secretaries),
manager (he had 3 secretaries) etc., etc.
At the end he visited the president of this construction company who had lot of secretaries.
don't remember how the cartoon ended.
Please help identyficated that cartoon. I would be very grateful.

Seems like it's, The Bear That Wasn't directed by Chuck Jones.

Due to a construction site popping up while a bear is hibernating, he is mistaken for one of the workers. All the while, the bear protests that he's a bear, but is always told by the higherups that he is a silly man who needs a shave and wears a fur coat. He eventually realizes in the end, that no matter what everyone else thought--he was indeed a bear.
