It's not quite that--Lady LovelyLock's hair contains power over her kingdom--I think that's why Raven Waves thinks it will help her rule the kingdom. Yet there was an episode where she uses what she thinks is her rival's hair to try to get her into the looking glass room in Lady LovelyLocks' castle--which would probably result in a takeover of the kingdom if she got in.
