Yep, this is a quote from the supreme cheater himself, Dick Dastardly Stops To Cheat. Perhaps he's working on the tontine principle to achieve victory.

Obviously, it's from one of the three Billy And Mandy Halloween specials, but I can't place it, having never followed the show.

Close enough--it's from Billy and Mandy's Jacked Up Halloween. There were only two Halloween specials actually-and one Halloween themed short.
The quote comes from Irwin, Billy's nerdy friend who has an unrequited crush on Mandy. He's decided to dress as Sleeping Beauty for Halloween--but Mandy tells him that it's not a scary costume. Irwin then ask the quote which is answered by Mandy--and Billy chimes in that he should be scary as well.
This then becomes a running gag throughout the special in which Irwin wears different costumes hoping one will be accepted by Mandy.

Ooh, I almost recognize this one. This has the edgy tinge of The Simpsons to it, and I'm hearing it said in Nelson's voice. The alleged victim is, I believe, Principal Skinner, and it's his mother's house. Which season episode, though, escapes me. Sorry for the shortfall.
