The humorous irony is: the "I cannot tell a lie" quote likely happened while Papa Washington was poised to paddle little George for wrecking the poor tree. Well, that narrows it to the Harvey Films series starring Buzzy the Crow. The "Boss" part was Buzzy's version of Bugs Bunny's "Doc." The cat is, I think, Katnip, also known to play The Fool to Herman the Mouse. However, I can't pinpoint which cartoon exactly has this line. I know it isn't "As The Crow Lies."
