Well, from the first hint, this is obviously Launchpad McQuack, from Disney Television's Ducktales universe, though I can't place where in the series the quote comes from. Also, being mindful that there have been three (perhaps more?) direct-to-video features of Scrooge McDuck, his rambunctious nephews, and possibly Donald Duck. By the sound of it, Launchpad has been taken prisoner, and sent to a dungeon of some kind. His plea is made to alert someone in the outside world about his plight; otherwise, his cell will become an oubliette. So I'll conjecture that it's Launchpad McQuack from The Treasure of the Lost Lamp.

Perfectly correct, Em. "Purple wooden shoes" was set up as the signifier between secret agents to identify one another. Purely by happenstance, Melody asks this man for purple wooden shoes, and receives a pair meant for a covert operative. This kicks off the Pussycats' foray into the world of espionage. Great memory, Em.
