The Cartoon Quote Game...

Can't say I ever heard that one before.

Hints: the one-shot was saying "cuckoo" as an equivalent to the "quack" of a duck call. The other character apparently resembles a cuckoo, though his stupendously annoying laugh should have been a dead giveaway.

I'm guessing one was Woody Woodpecker, but I never saw all the cartoons, so I can't name the one shot.

Good enough; the quote "This guy must be nuts. I think I'll have some fun" is indeed Woody Woodpecker, from the 1956 Walter Lantz cartoon "Calling All Cuckoos." The other character is a clock maker who specializes in cuckoo clocks. For some reason, he needs live cuckoos to make them work. So he goes into the woods calling "cuckoo," as if this could work somehow. Woody sees this goofball in action, and decides to mess with him.
